Digital telecommunication towards hypermedia and the global connectivity of the infosphere provokes an interdisciplinary intermediation of art and science on the basis of a society that is determined through new technologies. The data-matrix as a model of a culture that is based on electronic information-technology demands a new understanding of art and space of maneuver for the forthcoming models of art production.
Public Netbase *media in the message mess-age* is a forum for free media communication and an information society "without regrets".

The t0 Netbase Team issues Internet accounts and assists in navigation and research in the Net.
Our services (Public Access terminals, email accounts, unlimited Internet-access and Dial-up (PPP) connection, free introductory courses, technical support, etc) are mainly drawn on by artists, students, culture workers and others interested in arts and culture. Free introductory courses are being held every Monday, since March 20, 1995. The Public Netbase Team offers practice oriented and skill mediating introductions into the main features of the Internet.

Public Netbase t0 WWW Server
(Interactive Online-Publication, Databank and e~scape Hypermedia applications) commits its activities mainly to the transformation and interconnectedness of culture and technology, art and society, science and politics.
Over 30 million users of the Internet world wide have access to Zer0 News, the t0 Online Publication featuring critical texts and articles by Hakim Bey (USA), Derrick de Kerckhove (Director McLuhan Institute, Toronto), Critical Art Ensemble (USA), Manuel de Landa (USA/Mex), Arthut and Marielouise Kroker (CAN), Doro Franck (NL), Keisuke Oki (JP), Pierre Levy (F), Sadie Plant (UK) and many more.
The t0 Web Server also offers efficient navigational tools such as Ms.Guidance to serve our users in finding their way in the "data-jungle" and an internal search device.
Public Netbase commits itself to the development and usage of state-of-the-art Hypermedia applications presented as part of the project e~scape Hypermedia. These involve various interfaces and software applications developed by t0: virtual 3D Worlds (VRML) in the Internet, Live Video Feed (featuring Ingo Günther, Ulrike Gabriel, Stelarc, Konrad Becker and others), RealAudio/Internet Wave Server and interactive applications such as t0 HYPER.CHAT, Interactive Cattle Mutilator, Very Virtual Voodoo and Hypermail.
ZeroZone is a virtual area where Public Netbase users have the possibility to contribute to the Net and present their own projects.
A broad spectrum of national and international artists, communal initiatives and music oriented youth culture information found their home on the t0 server.
Public Netbase also hosts and curates "art zone" of the Digital City Vienna/wien.at.
Easy and virtually free access combined with the strong personal commitment and assistance of the Public Netbase Team contribute to a flourishing Viennese cultural and artistic life on the Internet.
In 1995 Public Netbase t0 was awarded a second prize at the Prix Ars Electronica 1995 in the category of "WorldWideWeb".
The t0 Web Server is accessed more than 1 000 000 times a month by "virtual visitors" from all over the world with high percentages from the US, Austria, Japan and Germany.
Public Netbase has been cooperating with various international cultural institutions and events (Netherlands, Hungary, Germany, Luxembourg) with emphasis on new media and communication technologies, such as Knowbotic Research: co-realities - Kunstraum Vienna 20/6/95-15/7/95, Österreichisches Kultur Service: LogIN:speed - Ars Electronica ‘95 Linz, 80 Tage Wien: Architecture Festival October 95, Schule für Dichtung Vienna, Kunsthalle Vienna, Telepolis Conference Luxembourg, Medien Apparate Kunst at the Museum for Applied Arts Vienna, Diagonale 95 Salzburg, Next 5 Minutes Conference Amsterdam, Digital City Vienna: wien.at).
The Public Access model of t0 has attracted Austrian and international attention (see press kit).
